Health ministry requests that AIIMS audit users charges

New Delhi, Oct 15 The health ministry has asked the AIIMS to review its user charges, even as the institute is intending to get rid of charges on diagnostic procedures, similar to blood tests and X-rays, which cost not as much as Rs 500.

On the directions of the Finance Ministry, the Union Health Ministry had, various circumstances, solicited the All India Institute of Medical Sciences to review and modify its client charges which have not been changed over the most recent 20 years.

A letter from the health ministry to the AIIMS stated, "Kindly refer to the ministry's letter dated March 14 and resulting updates dated April 11, May 5 and August 4, 2017 with respect to audit of user charges of independent bodies."

"The requisite information from the institute is as yet anticipated. There has been an extensive postponement and the branch of use is squeezing hard for the data," it expressed.

As per a senior government official, the Prime Minister's Office needs client charges at all government institutes to be audited.

Another authority said each year, the AIIMS requests for extra distribution summing over Rs 300 crore, in non-design consumptions, including for consumables, support and pay rates among others, which are of recurring nature.

There are enormous deviations between spending gauges and updated gauges.

"The finance ministry has requested that the AIIMS lead an audit of its user charges which have not been changed since 1996," the authority said.

In any case, an internal committee, constituted to audit the user charges at the healing facility, has suggested against charging cash for tests and systems which cost not as much as Rs 500 at the institute.

It has proposed that private ward charges at the AIIMS ought to be expanded to compensate for the misfortune as their rates are not as much as semi-private wards in corporate doctor's facilities that can be gotten to by people under Central Government Health Scheme (CGHS).

To the extent expanding expenses for indicative tests on premise of salary is concerned, the board said there were challenges in in identifying the economically weaker sections of the society and recommended that differential fee arrangement should not implemented.

"It would be extremely hard to give fair administrations to every single monetary area of the general public through a differential expense game plan. Out-of-pocket payment at the purpose of care is the most essential motivation behind why healthcare costs turn catastrophic for all users," the panel said in its report.

Around 10,000 individuals visit the out-persistent bureau of the AIIMS consistently and at any given time, more than 2,000 patients are admitted to the hospital.

The hospital at present produces Rs 101 crore from user charges which incorporate OPD charges, diagnostic tests in various departments, radiology charges, in-patient care and room rentals. The cost of many routine tests at AIIMS goes between Rs 10 and Rs 25.
